The aim of this paper is to provide a reading of relations between organizations and the State in Argentina. It is based on a case study carried out in popular neighborhoods of Mendoza (2009-2012). Then it boards the relations between state organizations and officials and the redefinition of state classifications. Later, it describes how access to subsidies modifies the links between members of popular organizations. Finally, it reflects on its possibilities in the implementation of social programs.
