Las elecciones bolivianas de 2002: los límites del reformismo institucional

Abstract
IN 1994, BOLIVIA CONCLUDED ASERIES OF REFORMS OF THE CONSTITUTION ORIENTED TOWARDS PROMOTING THE REPRESENTATIVENESS OF THE REGIME. THE ELECTORAL SUCCESS OF ANTIESTABLISHMENT ACTORS DURING THE LAST ELECTIONS REVEALED THE SHORTCOMINGS OF THESE REFORMS. THIS FLAW IS DUE AS MUCH TO THE TECHNICAL DEFICIENCIES OF THE DESIGN ADOPTED AS TO THE INABILITY OF ANY INSTITUTIONAL DESIGN TO PREVENT DISCONTENT REGARDING PUBLIC POLICIES.
