State elites and social management in Argentina of Cambiemos

Abstract
This article analyzes the renewal of the Argentine Ministry of Social Development’s state elites during the Cambiemos government (2015-2019). Based on the notion of “ministerial micropolitics”, it describes the profiles of these elites as well as the way in which each group of officials was linked with the state structures and with the challenges of
social governance of the period. Based on this analysis, it is argued that to address government practices it is not enough to study the profiles and trajectories of state elites, but it is necessary to reconstruct their performance located in state agencies and specific historical situations.
