Democratic tension between freedom of expression and equity

Abstract
This paper is a critical review of Mexico’s model of political communication in the electoral system; this model seeks to achieve
and maintain equity among parties and candidates in campaign processes. The concept of equity used by this model is so broad, that it
has sacrificed freedom of speech, in detriment of the quality of democracy. This paper proposes to liberalize this model of political communication and to use the competitiveness of the electoral system as the measure of equity.
